Even though it is still cold out stores are already releasing their spring collections, because they want you to be wearing their clothes the second spring weather hits. In order to make room for the new spring clothes online and in stores they have to first get rid of the winter stuff. That means markdowns and all sorts of winter accessories, boots, and even fancy winter coats.

Another reason why now is the best time to buy winter clothes is that it is the start of the markdowns when they still actually have products in stock. If you wait until April or even in March your chances of finding your size in the style you want will be slim. For the best variety at the discounted prices, you want to get your winter shopping done early, and by early I mean now since there are a bunch of sales going on.
At some stores, the end of season winter deals are already on. For example, at Sportchek today only there is an online flash sale for up to 60% winter items including winter boots, jackets, snow pants, and even ski gear.
Meanwhile, other stores like have their outwear marked down completely. At Reitmans, for example, they currently have an extra 20% the already reduced price of their jackets and hats and mittens. That's only the tip of the iceberg though.
