CFB Kingston failed environmental compliance inspection on refrigerants: memo
Environment Canada sent National Defence a warning letter earlier this year alleging CFB Kingston broke federal environmental rules by failing to test rooftop air conditioners for refrigerant leaks in 2023.
National Defence documents, obtained through Access to Information law, say the base experienced three large halocarbon releases of over 100 kilograms in the past two years.
Halocarbons are greenhouse gases widely used as refrigerants and are associated with climate change.
The Defence Department blamed limited maintenance resources and poor record-keeping.
The documents also say the government’s recent hikes to the defence budget have led to more resources for maintenance and compliance, including at the Kingston base.
Prime Minister Mark Carney has booked tens of billions in added defence spending to meet Canada’s steep NATO spending commitments — although a previous operational spending clawback is reportedly still going ahead.

Winnipeg police back youth training but resist other changes at Eishia Hudson inquest
A fatality inquest into the case of a 16-year-old First Nations girl who was shot to death by Winnipeg police has wrapped up.
On the final day, the inquest heard from a lawyer for the police service who opposed many of the recommendations made by inquest counsel and the lawyer for Eishia Hudson's family.
Eishia was shot in April 2020 after officers, responding to reports of a liquor store robbery, chased a stolen Jeep she was driving and fired two shots after she crashed into another vehicle.
Kimberly Carswell, lawyer for Winnipeg Police Service, pushed back on some of the recommendations relating to police training, arguing many of the suggestions presented are already being implemented.
She says the force does support implementing youth-specific training and the development of a youth advisory board.
The inquest judge has six months to write a report outlining final recommendations.

Sunnybrook hospital parts ways with worker caught on video using 'racist language'
A Toronto hospital says it has parted ways with an employee who used "racist language" while riding public transit in a standoff caught on camera.
Sunnybrook Health Sciences Centre says the worker is no longer employed at the hospital after it conducted an investigation into a video that circulated on social media.
The hospital, home to Canada's largest trauma centre, says it recognizes the harm the incident has caused especially for the organization's Black staff, patients and supporters.
Sunnybrook adds the former employee's behaviour is inconsistent with its values.
The hospital did not say which video prompted the investigation, but footage filmed on a Toronto subway and shared on social media showed a person wearing a Sunnybrook sweater being confronted by other subway riders after they used derogatory language against Black people.
The video concludes with the person, who identifies themselves as a Sunnybrook employee, appearing to knock the camera out of the hands of the rider recording them.
